False Karmapa Allegations: Key to CCP-Tibetan Dialogue | Resolve Tibet Act

The 39th Kagyu Monlam Chenmo

The 39th Kagyu Monlam will be held from February 1 to 12th, 2025, in Bodh Gaya, India, and the annual event is a significant gathering in the Kagyu tradition, attracting followers from around the world.  The detailed schedule of activities and the presiding masters for the Kagyu Monlam has not yet been announced.  Based on the photos on the poster, the presiding master on the throne is His Holiness the 17th Karmapa.

It will be of extraordinary significance if the Karmapa comes to the scene in person and presides over the 39th Kagyu Monlam, which means that the "Karmapa Incident" is expected to bring to a successful conclusion this year. The appearance of the Karmapa will strongly prove his innocence, reveal the baselessness of the slander against him, and strengthen the faith of many believers in him.

《Promoting a Resolution to the Tibet-China Dispute Act》

On June 21, 2024, three days before His Holiness Dalai Lama was going to the United States for knee treatment, a seven-member delegation composed of senior U.S. lawmakers from both parties came to Dharamshala. The delegation is co-led by Nancy Pelosi, a Democrat, and Mike McCaul, a Republican.

The delegation arrived in Dharamshala on June 18 and received a warm welcome. The next day, they met with His Holiness the Dalai Lama and visited the Tibetan government-in-exile. The primary purpose of their trip was to convey the good news to His Holiness Dalai Lama that the U.S. Congress passed the 《Promoting a Resolution to the Tibet-China Dispute Act》.

『Known as the Resolve Tibet Act, in short, the act seeks to foster substantive dialogue without preconditions between the PRC government and the Dalai Lama, his representatives, or democratically elected leaders of the Tibetan community or explore activities to improve prospects for dialogue that leads to a negotiated agreement on Tibet. Additionally, it endeavours to collaborate with other nations to achieve a negotiated settlement concerning Tibet.

The act asserts that officials of the People’s Republic of China and the Chinese Communist Party are historically inaccurate in claiming that Tibet has been part of China since ancient times. The act further specifies that the United States’ public diplomacy initiatives should actively combat disinformation propagated by the Government of the People’s Republic of China and the Chinese Communist Party concerning Tibet, including falsehoods about the historical background of Tibet, its people, and its institutions, including those associated with the Dalai Lama.』—Tibet.net 

The passage of this bill symbolizes the United States' deep concern for the Tibetan issue and calls for a peaceful resolution of disputes between Tibet and China. His Holiness the Dalai Lama expressed gratitude for this and emphasized the importance of continued dialogue and non-violent resolution. He hoped that this bill would promote peaceful dialogue between China and Tibet.

This visit further strengthened the friendship between the United States and the Tibetan government-in-exile and demonstrated the United States' firm support for the Tibetan issue.

*** On June 11, 2024, the Canadian Parliament supports Tibet’s self-determination. The motion recognizes that Tibetans are victims of China’s systemic cultural assimilation. 

The Role of the "Karmapa Incident"

In 2000, to continue the Kagyu lineage, the Karmapa left Tibet for India to seek teachings from Kagyu masters. Over the past 25 years, the Karmapa has focused on studying and spreading the Dharma, never making any statements against the Chinese government and firmly stating that he does not engage in political affairs.

In 2012, the Chinese Communist Party initiated Operation Fox Hunt, aimed at globally apprehending dissenters and corrupt officials opposing the CCP. Although the Karmapa is neither a dissident nor a corrupt official, in 2018, China asked the United States to hand over the Karmapa, who was visiting at the time. The Karmapa did not succumb to political pressure from the CCP. Shockingly, such a powerful nation would internationally suppress a spiritual leader of minority ethnicity, employing such despicable tactics, setting traps, and attempting to slander and undermine a monk dedicated to benefiting sentient beings and upholding strict ethical standards.

However, both the United States and the Tibetan exile government were well aware of all actions to defame Karmapa. In 2022, Karmapa’s birthday celebration was meticulously planned to make the perpetrator aware that their misconduct had been monitored. Yet those criminals remained immersed in their dream of successfully executing their smear campaign. In March of 2023, there was originally a plan to publicly investigate the truth of this incident by late that year, but it was suddenly halted. The defamation incident involving His Holiness the Dalai Lama may have been one of the reasons, and both Tibetan Buddhist leaders fell victim to the same conspirators behind the scenes. The “Promoting the Resolution of the Tibet-China Dispute Act” may have also been another factor.

The "Promoting the Resolution of the Tibet-China Dispute Act" has officially become U.S. law.  However, how can the U.S. and the Tibetan government in exile compel the CCP to come to a peaceful talk?  The "Karmapa Incident" may be crucial in forcing the CCP to comply. If the CCP's unjust suppression of Karmapa across borders is exposed, how can such a powerful nation justify such despicable behavior towards a defenseless innocent monk?  Under international criticism and pressure, the CCP might have to abandon its aggressive tactics to maintain its global image and engage in peaceful dialogue with the Tibetan exile government.

If the situation elaborates as mentioned above, all criminals will be punished by law. Therefore, it will not only help prove the innocence of the Karmapa but may also arouse the international community's support, attention, and concern for the Tibetan issue.

Returning to Tibet

A few days later, the Dalai Lama replied to a young girl, 'Good, child, I will live a long life! Within a few years, both within and outside Tibet, we will be gathered together, so please rest assured. Let's have the pilgrimage to the Potala Palace and the Jokhang Temple together. Please rest assured and do not let your minds be disturbed or let worries disturb your inner peace, which is not advisable. Please rest assured and have faith that one day the truth about Tibet will emerge.'-Tibet.net.

The wish for His Holiness Dalai Lama and the Karmapa to return to Tibet is beginning to see the light of day.  His Holiness’s prophecy is expected to come true soon.

However, it is regrettable that the Karmapa’s father passed away on May 23, 2024, during the Tibetan Buddhist festival of Saka Dawa. The Karmapa had been separated from his father for 25 years and was unable to see him before he passed, which is deeply poignant. We pray that the Karmapa can return to Tibet soon to visit his elderly mother and fulfill her wish to reunite with her son.

P.S.  His Holiness the Dalai Lama completed knee surgery on June 28, 2024, and entered the rehabilitation treatment stage. At present, His Holiness can walk on his own without assistance.
