Transnational Repression and Defamation of the Karmapa: The Suppression of Religion Behind the Scenes

In recent years, the Chinese government has intensified its control over religion, with Tibetan Buddhism facing unprecedented levels of suppression. From restricting religious activities and demolishing religious symbols to employing high-tech surveillance in religious sites and even engaging in transnational repression of dissidents, these actions reveal a broader effort to dominate religious beliefs and silence dissent.

In this crackdown, one of Tibet’s spiritual leaders, the Karmapa, has become a victim of transnational repression, subjected to various forms of attack, including coercion to return to China, infiltration by spies, frivolous lawsuits, media manipulation, cyberattacks, and the online dissemination of false information.

They enlisted Vikki Han Hui Xin from China, Jane Huang from Taiwan, and Wu Hang Yee from Hong Kong to smear and defame the Karmapa, fabricating evidence and concocting stories in an attempt to destroy his reputation. However, the facts have already been revealed: the so-called “girlfriend,” allegations of sexual assault, claims of a child, DNA tests, million-dollar hush money, and out-of-court settlements—all of these were meticulously orchestrated lies and false narratives. This entire series of attacks is nothing more than a despicable political maneuver aimed at bringing down and discrediting the Karmapa.

Recently, the U.S. Commission on International Religious Freedom has recommended that international allies collaborate on imposing sanctions against individuals involved in religious persecution, transnational repression, and interference in the reincarnation process of Tibetan Buddhist leaders. We hope that the case of the Karmapa will ultimately receive the justice and fairness it deserves!

**“The United States Commission on International Religious Freedom’s 2025 annual report on Tibet highlights China as one of the world’s most severe violators of religious freedom.

Under the leadership of Chinese Communist Party (CCP) General Secretary Xi Jinping, the government intensified its ‘sinicization of religion’ policy, mandating strict loyalty and compliance from religious organisations.

Chinese authorities expanded the use of high-tech surveillance around places of worship and engaged in transnational repression to silence dissent, specifically targeting Uyghur and Tibetan diaspora communities.

Tibetan Buddhists faced heightened restrictions, including prohibitions on religious practices, the forced removal of religious symbols, and arrests for publicly or privately referencing His Holiness the 14th Dalai Lama. Furthermore, the CCP pursued efforts to assert control over the Dalai Lama’s succession process.

Redesignate China as a ‘Country of Particular Concern’ (CPC) under the International Religious Freedom Act (IRFA) for its severe religious freedom violations.

Work with international partners to sanction Chinese officials involved in religious persecution, transnational repression, and interference in the Dalai Lama’s succession.
